The Working Poor in Portugal: profiles, conditioning factors of socio-labor insertion and strategies to break poverty cycle

The present study identifies four profiles of working poor in Portugal, the factors that condition their socio-labor insertion and hinder the breaking of the cycles of poverty of these workers. It also seeks to understand the strategies defined and mobilized by them to break the cycle of poverty, as well as how they perceive and define their socio-economic situation.

Based on a multiple correspondence analysis constructed on EU-SILC 2018 data, we identified four working poor profiles in Portugal.

Working poor phenomenon cannot be explained only through an economic perspective, focused on low wages or income inequality, nor only through the functioning of the labor market. The hybrid nature of the working poor phenomenon makes its interpretation difficult, and it is essential to consider sociodemographic and political factors.

The national minimum wage is not an effective measure to reduce in-work poverty as an isolated measure. It is crucial to complement this measure with other measures in the areas such as ​​child support services, transport, housing, health and education.
